In a pre-release seen by Reuters, the European Central Bank  (ECB) outgoing Vice-President Vitor Constancio was quoted in a Spiegel magazine interview, as saying that any intervention by the ECB to help Italy in the event of liquidity problems must “serve the fulfillment of our mandate” and follow “certain conditions”.

When asked if the central bank would intervene in the case of an emergency and rescue Italy from an insolvency, Constancio noted: “Italy knows the rules. They might want to read them again.”
